Dean Barnes (below) has over 25 years experience of business management, design and project / programme management in the built environment, with extensive experience in housing, civils and rural water development, public works programmes and institutional development. Along with Phil Bowyer, Rachel Bowyer and Jo Douwes, Dean is one of the four founding members of Soul Action’s Management Committee.
Dean is the author several policies, strategies and has managed major government programmes including among others the National Community Based Public Works Programme, National Building for Sport and Recreation Programme, uThukela Rural Water and Sanitation Programme and Housing Programme in KwaZulu Natal (for which he was awarded the Housing Man of the Year award in 1996).
Dean has been project leader on a number of international assignments including public sector institutional strengthening in Botswana, Malawi and Egypt and has experience in international donor management requirements.
